Overview. The Industrial Waste Treatment System (IWTS) is a multi-stage waste processing system for industrial wastes (i.e., non-sanitary) such as oils, greases and chemicals. The waste water must be treated before release to the environment so contamination must be removed to meet the PA Department of Environmental Protection (DEP) permit requirements (see also NPDES for federal requirements). Problem Statement: Existing system is >40 years old with some modifications over the years. Effectiveness of the system has been challenged in the past from inadvertent mis-operation of other systems which overloaded IWTS, causing an event which required PA DEP notification. Solution Statement: Upgrades to IWTS may be needed to ensure compliance and improve maintainability. This can include the waste treatment 'stages' and the control system or anything else that the students propose. Technical Requirements: The upgrade must include: 1.) Improvement to existing margins. Design margin to inadvertent releases involves extra layers of prevention of release of untreated waters during all periods of operation an in-flow. 2.) Improvement to maintainability. Improvements shall reduce human resources and human performance issues in operation and maintenance. 3.) Configurability. Control system improvements are suggested which will improve Staff's ability to modify setpoints and controls without trouble. 4.) Improvement to Operations. automated controls are preferred, especially for abnormal events which may challenge environmental permit requirements. Deliverables: 1.) Flow diagrams showing inputs and outputs for the stages. 2.) Cost estimates for the Upgrades. 3.) Options for Final Solutions such that Senior Leadership can select the path desired. 4.) A final report that includes Items 1, 2, and 3 above.
